The Norwegian government is increasing the standard to which individuals applying for permanent residence are expected to speak the language.
From September 1, the required level will be raised from A1 to A2, based on the Common European Framework of Reference for Languages (CEFR). This means applicants should be able to communicate in simple terms; understand everyday phrases relating to family, shopping, local geography, and employment; and describe simple aspects about their background.
An update by Alfa Mobility quoted Minister of Justice and Public Security Astri Aas-Hansen (Labour Party): ‘Foreign nationals who wish to settle permanently in Norway should be able to speak and understand a certain level of Norwegian. Language skills are essential for participating in education and the workforce.’
